The Greater Muscat Structure Plan is a transformative initiative to guide the city’s transition from an oil-dependent economy to a more diversified economic future. The plan provides a digitised road map addressing economic resilience, population growth, urban development and environmental preservation, positioning Muscat as a regional leader in green, inclusive development to create a prosperous green, liveable and connected city.

The background

As Oman diversifies its economy, the need for sustainable urban planning has become urgent. Greater Muscat, the country’s largest economic centre, faces increasing pressures from rapid population growth and urbanisation.

To remain economically viable and environmentally resilient, Muscat requires a strong spatial planning framework that balances economic growth with quality of life, environmental preservation and inclusive social development. As part of a consortium, Pegasys collaborated with Oman’s Ministry of Housing and Urban Planning to develop the Greater Muscat Structure Plan to address these challenges.

The challenges

The Structure Plan framework will promote the prosperity of Muscat’s people, safeguard its natural environment and strengthen communities inclusively, socially and culturally. The challenges lie in economic diversification, rapid population growth and effective implementation of the plan.

Developing the plan required navigating a complex set of delivery challenges. Key among these was coordinating across more than 40 ministries and public entities, each with differing mandates, priorities and data systems. Achieving consensus on spatial priorities and investment strategies demanded sustained stakeholder engagement and iterative scenario planning. Data limitations also posed a major hurdle, particularly around population growth, land use patterns and infrastructure capacity, which required extensive modelling and validation to ensure a robust evidence base for decision-making.

The scale of economic transition targeted by the plan added further complexity. Designing actionable strategies for economic diversification involved balancing ambition with implementation feasibility, while identifying sectoral opportunities that could realistically attract investment and deliver inclusive job creation.

Finally, aligning the plan with financial and institutional capacity required innovative thinking around governance, phasing and financing. Pegasys helped develop implementation pathways that could account for delivery constraints while still enabling transformational change.

The solution

Turning this plan into action required coordinated stakeholder engagement, financing strategies and effective delivery mechanisms. Large-scale implementation involves navigating complex governance and logistical hurdles.

Pegasys, as part of a consortium, collaborated with Oman’s Ministry of Housing and Urban Planning to develop the Greater Muscat Structure Plan. This digitised blueprint sets the foundation for Muscat’s transformation into a smart, sustainable city, addressing its future environmental, population, housing and employment needs. It re-establishes Greater Muscat as a leading economic and cultural hub in the region.

Through detailed analysis of demographic patterns, socioeconomic trends and urban growth projections, Pegasys provided insight into key drivers shaping the city’s development. Economic modelling was used to assess the impact of proposed strategies and quantify the benefits and risks of various development scenarios.

Pegasys applied its expertise in investment and governance to identify financing options, design innovative funding mechanisms and build strategic public–private partnerships. This ensured that the Structure Plan was underpinned by viable implementation pathways and investment strategies. The team helped bridge the gap between vision and execution, ensuring the necessary capital was available to realise the plan’s objectives and bring the Greater Muscat Structure Plan to life.

The impact

Once adopted, the Greater Muscat Structure Plan will not only present a transformative vision for the future of Muscat but also foster a collaborative environment among various stakeholders. By bringing together government departments, civil society and businesses, the plan will enable a unified approach, streamlining decision-making and empowering the local community to actively participate in shaping the city’s development.
