RSK Group has been named as a supplier on the Government Commercial Agency (GCA) RM6356 Construction Professional Services 2 (CPS2) framework, representing the expertise of 18 of its UK-based businesses with capabilities in engineering, environment and planning.

GCA is the UK’s central commercial and procurement organisation, connecting public and private sectors to achieve the best outcomes for the UK and its citizens. GCA uses its commercial expertise to create a simpler procurement experience that redirects valuable resources into essential public services, creating value for the nation.

RSK has been awarded a place on Lot 1, General Infrastructure and Built Environment, which will focus on early stage advice and regulated design support on public sector programmes. This will include feasibility through to detailed design and delivery support on housing, regeneration, education, health and infrastructure schemes.

The four-year framework provides public sector organisations such as councils, government departments and NHS trusts with a compliant route to access trusted construction, infrastructure and environmental experts. Throughout the projects brought forward by the framework, there will be a strong focus on net zero, climate resilience and whole-life value.

RSK Group Public Sector Director Peter Jackson said: β€œThe GCA’s framework is designed around the early engagement of specialists, clear gateways to access services and experts, and standardised processes that will enable progress quickly and effectively when they are brought forward. Particular attention will be given to the early stages of the project life cycle, ensuring scope for innovative approaches to constructability, carbon management and reductions, whole life value and long-term benefit, and solution performance.

β€œBy drawing on the expertise of so many specialist businesses across the group, the team will be able to deliver a full suite of services to projects brought forward through the framework. These include:

  • environmental and sustainability, including environmental impact assessment, ecology, contaminated land and carbon
  • engineering and technical design, including civil and structural engineering, flood risk, utilities and asset management
  • commercial management, including multi-stakeholder programme management, risk management and health and safety advisory.”

SCP, one of the 18 businesses represented, will focus on engineering services on the framework, Associate Director Stephen Heritage said. β€œThe SCP team will focus on transport planning and highway engineering aspects, led by the Manchester office. We expect to carry out strategy and masterplanning work in earlier project phases, coupled with detailed scheme assessment, development, implementation and monitoring in later project phases. SCP has considerable expertise in a wide range of development types, from residential, through commercial and industrial, to public facilities such as schools and hospitals. Transport interfaces with many other disciplines, so we expect to bring experience of working in partnership with other RSK companies to meet the full spectrum of planning requirements.”

Nick Rogers, Managing Director of 3BM, which is delivering architecture, design and planning services, said: β€œThis agreement provides an excellent opportunity for our public sector partners to access our services through a streamlined and compliant procurement route. It not only simplifies engagement for existing customers but also enables new organisations to deliver projects efficiently within an established public procurement framework. By removing the need for lengthy stand-alone procurement exercises, partners can accelerate project delivery, achieve greater programme certainty and focus on delivering positive outcomes for their communities.”
