Environment and legal compliance update for offshore renewable energy

RSK France, in collaboration with law firm Franklin and TechWorks Marine, invites you to a webinar on the sustainable support of renewable energy in the marine environment.

This event is part of our ongoing commitment to the sustainable development goals that are at the heart of our operations:

  • environmental protection
  • a response to the climate emergency
  • reducing our carbon footprint and those of our customers.

Concern was recently raised in France with regards to the health of marine ecosystems, accompanied by a real apprehension about their constant degradation. The development of offshore renewable energy projects, and in particular, offshore wind power, is part of an ambitious political programme supported by the French Multiannual Energy Plan (PPE), which aims to achieve an installed capacity of offshore wind power (fixed and floating) of 2.4 GW in 2023 and about 5 GW in 2028. This development ambition is juxtaposed with the challenges of protecting the marine environment, the natural heritage and the landscape.

Based on the latest scientific and technological progress, panel members will review how best to reconcile offshore renewable energy development projects with the protection of the marine and coastal environment.

Michel Sapin, Franklin et Associés – anti-corruption and compliance lawyer and former French government minister

Michel Sapin intervenes in high-stakes cases in France and internationally, particularly in Africa, largely in the public and parapublic sectors. He brings cutting-edge expertise in anti-corruption and compliance issues, thus reinforcing Franklin’s development strategy and cementing its position in the field of public affairs and good governance.

Michel assists and advises public and private entities and various private operators in the context of infrastructure projects, generally on litigation issues related to public and regulatory law. He began his career at the Administrative Court of Paris before becoming an MP, first for the constituency of Indre (1981–1986) then for Hauts-de-Seine (1986–1991), then again for Indre (2007–2012). He then became Minister Delegate for Justice (1991–1992) then Minister of Economy and Finance (1992–1993) under the Bérégovoy government, during which position he passed the first Sapin (anti-corruption) Law. He was Minister of the Civil Service and State Reform from 2000 to 2002, during the Jospin government, then Minister of Labour, Employment, Vocational Training and Social Dialogue (2012–2014), Minister of Finance and Public Accounts (2014–2016) and Minister of Economy and Finance (2016–2017) during François Hollande’s five-year term. He was also mayor of Argenton-sur-Creuse between 1995 and 2012 and president of the Conseil Régional du Centre from 1998 to 2000 and from 2004 to 2007. In October 2019, he joined Franklin Law Firm.

Xavier Marchand, Franklin et Associés – industrial risk and environment lawyer

Xavier Marchand leads the industrial risks and environment team. He supports his clients at every stage of their industrial and technological projects and advises them on the prevention of risks that could affect their smooth running and claims management.

Xavier is a member of ATEE, BBCA, FORUM TRANSITION and AMRAE: professional associations bringing together public and private entities involved in waste management, energy, risk management and environmental transition. He participated in the development of the BBCA, QUALIPOL and QUALIMETHA standards.

He is vice-president of Biogaz Vallée, the first organisation designed to promote the emergence of a biogas sector in France.

Charlotte O’Kelly, TechWorks Marine – managing director and co-founder

Founded in 2002, TechWorks Marine is a company specialising in marine data. Since 2005, the company has developed networks of meteo-oceanographic buoys for marine customers, in sectors ranging from fish farming and coastal engineering to renewable energies at sea.

In 2009, the company started to undertake marine resource assessment for maintenance, repair and operations contracts for offshore renewable energy, for example tidal turbines in the Raz Blanchard, the Channel Islands, Scotland and Ireland (north and south). Over the course of four to five years, the company has undertaken measurement campaigns in this sector for EDF and Engie.

Charlotte and her team have been working in offshore wind since 2019. With more than 20 years of expertise in oceanography, she coordinates the various TechWorks Marine projects with her team members, all of which are on a mission to facilitate customers’ developments and operations at sea by creating the marine data they need for projects. In 2021, Charlotte was appointed to the board of directors of the Irish Marine Institute.

Kathy Bradshaw, RSK – marine expert, specialising in environmental impact studies and compliance with environmental regulations for energy projects

Kathy is a Chartered Marine and Freshwater Biologist and leads RSK’s International Projects Group marine team. She has over 30 years’ combined experience in environmental regulation and consultancy. She has previously worked closely, and often on full-time secondment, with major offshore and onshore energy developers and providers, including SSE, Scottish Power, National Grid Ventures, Repsol, Inch Cape Renewables Ltd, Moray Offshore Renewables Limited, SmartWind, Eneco and RWE, providing environmental services.

Kathy’s technical experience includes project direction/management and support of environmental impact assessments, cable studies and post-consent compliance for a range of projects in the energy sector (including on- and offshore renewables and for the oil and gas sector). She has a background of leading and facilitating groups, organisations and key stakeholders to navigate the complexity that surrounds the barriers to consents and licensing in energy projects. This includes significant experience interacting with, supporting and managing a wide variety of bodies from the UK and devolved governments/authorities, statutory nature conservation bodies, regulatory bodies in offshore wind consenting, industry bodies/associations, TCE, CES, NGOs and developers, plus preparation for public inquiries.
